Rocky Mount City Council agrees to hire Rochelle D. Small-Toney as new City Manager without an announced public vote by the city council.

Rochelle Small-Toney most recently served as deputy city manager for Fayetteville, NC.  According to The Fayetteville Observer – Fayetteville deputy city manager on family leave, not expected to return – Fayetteville deputy city manager on family leave, not expected to return she left in September for a four-month leave of absence to care for her ailing parents.  This was soon after it was reported in the same paper that she withdrew her name for consideration for the vacant city manager position in Petersburg, VA.  The Fayetteville Observer stated that, “Small-Toney, who became a Fayetteville deputy city manager in 2013, was considered a top applicant for the job. But last week, questions surfaced about her record as a city manager in Savannah, Georgia, where she was forced to quit in 2012 over allegations of fiscal mismanagement.”

Small-Toney served as city manager of Savanah, GA until she resigned.  You can read the allegations by going to WTOC.

It appears the Rocky Mount City Council has hired someone to lead our city with a questionable background and to our knowledge hired the city manager in closed session.

    What? Is there a shortage of city managers who don’t have a history of being fired for mismanagement???
